Harlan Banks (Steven Seagal) is a Robin Hood-type thief who is trying to go straight. In one last hit, Max (Tighe) wants him to drive an armored truck across Vegas but what Banks isn't told is that he is really going to be a getaway driver in an armed robbery. As a result, Harlan lands in prison. There he meets Ice Cool (Treach), and the two break out so Harlan can seek revenge on those who set him up.
